Mr. Scotland is a practising Attorney at Law with over 24 years standing in Trinidad and Tobago. His areas of expertise include Criminal, Corporate, Civil, Industrial Relations and Family matters. He is Head of Virtus Chambers, a law Chambers which he formed in 2013.
He is also admitted to the bar and has practised in Grenada, Barbados, St. Vincent and the Grenadines, St. Lucia, Dominica, Guyana and British Virgin Islands

In his practice Mr. Scotland has appeared as Advocate Counsel before the Court of Appeal and High Courts in Trinidad and Tobago and other commonwealth jurisdictions, as well as before the Industrial Court, Magistrates Court and before various Commissions and Tribunals with resounding success.
Mr. Scotland was educated at the University of the West Indies, Cave Hill, Barbados where he attained his Bachelor of Law (Hons). He has also attained a Bachelor of Science (Hons) in Industrial Sociology and Social Psychology from the University of the West Indies, St. Augustine.
His experience as a lecturer includes work with institutions such as the University of the West Indies, Employers Solution Centre, Cipriani Labour College, San Fernando Technical Institute, YTEPP and Hugh Wooding Law School among others.
As of August, 2020, Mr. Scotland was elected as the Member of Parliament for Port of Spain South.
