and Tobago comprising four companies HARCON Harrington Consulting Limited;
HARCON Business and Investigations Services Limited (HBISL) (Jamaica);
HARCONTech Limited and Artefex Limited. These companies operate in a multi sector
business environment that transcends international business consulting and capacity
building; loss investigations services for the financial sector, information technology
environmental management consultancy; communication and marketing and branding.

Mr. Harrington’s experience base covers all aspects of organizational development in public, private and civil society sectors at the national, regional and international levels in strategic planning and analysis, organizational capacity building, performance management, balanced scorecard design and implementation, process re-engineering, governance, ESG, environmental management consulting, project and program management, change management and research. Mr. Harrington is a certified.
Mr. Harrington, a certified Caribbean Credit Union Development Educator (CaribDE), is also a former Regional Focal Point (RFP) for the Caribbean Region for the World Bank’s Global Environment Facility and a member of the Global Coordinating Committee of the GEF NGO Network. He is also former President of the Caribbean Conservation Association and sat on the Steering Committee of the Global Water Partnership – Caribbean (GWP-C) and is Strategic Advisor to the Carib E-Law Network. He is also a member of the Caribbean Waste Water Association (CWWA) and is a past Vice President of the Caribbean Forest Conservation Association in Trinidad as well as a past member of the Cabinet Appointed National Forest Fire Committee.
He currently serves as a Board member of the Board of Trustees of the Guardian Neediest Cases Fund (GNCF), is a member of the Council of the University of the West Indies (UWI) and Chair of the Chancellor’s Governance Recommendations Implementation Committee of the University of the West Indies
He is the recipient of the National Service Award for service rendered to Trinidad and Tobago during the period of national crisis in 1990.
